Gambling is only available in Reaper of Souls. It is done via the NPC Kadala (daughter of Gheed), with Blood Shards exchanged for random unidentified weapons. Gambled items are usually Rares, but they may rarely roll legendary or set, though never of the Torment-only top quality.
