This item's [[legendary affix]] grants an extra [[Hydra]] active at the time. Each Hydra acts as usual, potentially doubling with the same duration of effect of and targeting, so it's up to the Wizard to keep recasting the skilltwice as often to keep both Hydras out and active. There's no way to up the number of Hydra beyond two, but if combined with [[The Magistrate]] Wizard helm, both Frost Hydras will cast Frost Nova.
