To create this item, find the [[Plan: Fleeting Strap]], which can be randomly dropped randomly by any level 70 target, and teach the plan to the [[Blacksmith]].

These belt has an inherent bonus to Attack Speed, which makes it potentially more damaging than any rare and most legendary or set belts. [[The Witching Hour]] is more desired since it has [[Critical hit Damage]] as well as IAS, and various other legendary belts offer legendary affixes and more defensive bonuses, but Fleeting Strap is a viable piece of [[end game]] gear for many characters and builds that desire faster attack speed.
