To create these, find the [[Plan: Kethryes' Splint]], which can be randomly dropped randomly by any level 70 target, and teach the plan to the [[Blacksmith]].

These bracers have no inherent or legendary affix, and can be outdone by numerous legendary and set bracers. That said, these can roll with bigger numbers than rare bracers, and since the potential [[critical hit chance]] and +15-20% [[elemental damage]] makes bracers are a very important item slot for overall offensive output, players may benefit from making a lot to seek a near-perfect roll on their bracer for the [[end game]].
