Expanded Mind is a Wizard trait. It increases the class' Arcane Power.

Prior to the skill makeover and the introduction of traits there was a Wizard skill of this name, with similar properties.

This description was not properly updated when this old skill became a new trait. Arcane Power does not and can not increase; it's a fixed total. The only improvements are to the regeneration rate.
