Crippling Razors is a rune effect in Fan of Knives, a Hatred-spending Demon Hunter skill attack.
This rune effect increases the amount enemies are slowed from 60% to 80%. Additional slow is a very useful effect in Diablo III, and 80% slow to all enemies in close proximity is a nice escape option, when paired with something like Vault.
