Singing Steel is a rune effect in Strafe, a Hatred-spending Demon Hunter skill.
This rune effect changes the skill to throw out knives rather than fire arrows. The knives do an extra 100% damage on Critical Hits. (Like many tool tips, this is quite unclear. It's assumed this one means that the Critical Hit adds 100% damage onto the Demon Hunter's critical hit bonus damage. This is 100% by default, but can be raised by equipment and other skills.
For example, if your Demon Hunter had 122% damage with a Critical Hit, this skill would take that up to 222%.
